SOUTH CHARLESTON, W.Va. (WCHS) — A West Virginia man was accused of beating and zip-tying a woman during an argument, deputies said. Vanilson F. Monteiro, 27, was charged with kidnapping, wanton endangerment and strangulation, according to a news release from the Kanawha County Sheriff's Office. Monteiro allegedly poured water on a woman and smacked her during an argument at a home in South Charleston on Tuesday, the release said. Deputies said he then forced her into a bathtub, wrapped her in a shower curtain, and beat and choked her until she lost consciousness.
